is a bad ground to an amp enough to drop the whole systems voltage (battery/alternator) down that low or would that be a weak alternator or battery?

weak alternator or battery or bad battery ground or bad alternator positive connection..

Either voltage drop, bad big-3, or the wires are coming loose at the back of the HU.
