It's there to add low end and high end to music and is intended to be used at lower listening levels where road noise would normally kill your sub/mid bass and most of anything over 8khz..
It's intended to compensate this at lower volume..
It's Bad to be using while cranking music as it will overdrive most amps and cause some serious distortion and the let the magic smoke out of your speakers.

aside from marketing and hype, I don't see any reason for a deck to even have a loud setting. If you want the music to be louder, turn it up
Good/Bad: I say Bad (see below for reasons)
Purpose: Boost levels (typically in both the bass and high frequency ranges)
Pros/Cons: Pros - simple option to turn up the bass when listening at low volume. Cons - increases your chances of distortion when turning up the volume with Loudness on. The actual boost and frequency ranges affected are different for each brand. This will be exaggerated if you have power amps. If you set up the gains properly for normal listening, you can easily overdrive the inputs by turning up the volume with Loudness on. Now your amps will be taking the distorted input and sending it on to your speakers, yikes.
When push comes to shove, only you can decide what you like to listen to. If you think it sounds better with Loudness on, go for it. Just go slowly when turing the volume up.
